New testing equipment worth half a million euros

5 years ago, our management staff noticed the need for closer cooperation with domestic regulatory bodies on the one hand and with EU institutions on the other hand in order to provide support in the form of donated equipment from EU accession funds. During 2017, in close cooperation with the competent ministries of the Government of the Republic of Serbia and their expert teams, our company provided the first donations from the accession IPA 2013 funds of the European Union in the form of the latest equipment and instruments as part of the project “Procurement of equipment necessary to improve conformity assessment services in the Republic of Serbia ”.     

 

The value of the equipment is around half a million euros and we are proud of the fact that we are the only private company that has managed to provide this type of support in this project. By procuring new equipment and instruments, we have ensured a thorough renewal of our resources. 

As part of our company’s laboratory services, the new sampling equipment expands our possibilities for sampling pollutants that we have not been able to sample so far, as well as increasing our capacity and the possibility of simultaneous sampling and measurement of pollutants in the field of environment. A gas chromatograph with a triple quad mass detector and a liquid sample autosempler with 150 sample points for the analysis of organic pollutants should be noted. The sensitivity of the purchased gas chromatograph is 20 times higher than any triple quad detector from competing manufacturers. A special segment of the procured instruments refers to the duo system of atomic absorption spectrometers which enable very precise and fast work in terms of metal analysis. 

Also, from the purchased equipment, we emphasize a completely new measuring chain for testing in the field of construction acoustics, which significantly improved this area of testing.

 

The new equipment will, in addition to the already reached high level of professional services, provide a further increase in our, otherwise, very wide customer base. Annually, we have about 600 active business entities with which we do business, from the smallest retail stores to the largest business systems in the country.

Nowadays, when climate changes become more and more visible, an individual is not a huge polluter, but big groups of people are. Therefore, it is necessary to change and spread ecological consciousness whenever we get the chance.

When we talk about environmental protection, the term “recycling” is one of the first things that comes to mind. But to be able to understand the importance recycling has on environmental protection, we must first explain what this term is all about. 

 

What Is Recycling?

Recycling is the process that includes gathering and processing materials that would otherwise go to waste, and all this to make a new product out of it. Although it sounds simple in theory, practice often faces aggravating circumstances or resistance towards the recycling process.

And this should not happen, especially if we consider all the positive sides recycling can have on our environment, policy, and economy. As such, it represents the future of our planet, offering various benefits.

 

Recycling Means Spending Less Natural Resources

All natural resources are disappearing at an incredible pace. The majority of countries are trying to come up with strategies that will tackle this question. Importance of recycling for environmental protection

Nowadays, the impact of climate change is becoming more pronounced and although the individual is not a major polluter per se, large groups of people are. That is why it is necessary to adopt and apply new achievements in the field of environmental protection and spread environmental awareness whenever we have the opportunity to do so.

When we talk about preserving the environment, the concept of recycling is one of the first associations. But to understand the importance of recycling for the preservation of the environment, we should first clarify what this term encompasses.


What is recycling?

Recycling is a process that includes the collection and processing of materials that would otherwise end up in a landfill, all with the goal of making it a new product. Although this sounds simple in theory, in practice we often encounter a number of aggravating circumstances, and even resistance to the recycling process.

That should not be the case, because it represents an important element of the future of our planet, and the benefits it brings are multiple. We have tried to list some of the most important ones.


Recycling reduces the consumption of natural resources

How to get a fire protection certificate?

In the Republic of Serbia, the Law on Fire Protection stipulates that every person employed in fire protection has the obligation to attend special training and take the Professional Exam in this field. The candidate has a period of one year from the moment he / she establishes an employment relationship, ie. from the moment he is assigned to the fire protection job to pass this exam. These people can also attend special courses and additional trainings that will help them pass it more easily. The manner of preparation and taking the exam is covered by the provisions of the Rulebook on special training and taking the professional exam in the field of fire protection (“Official Gazette of RS”, no. 92/2010, 11/2011, 16/2018 and 25/2018 – corr. )


What does the training for taking exams in the field of fire protection consist of?

This training is defined by the Rulebook as special training and consists of three parts: general, specialist and practical. Special training can be performed by legal entities under certain conditions and in agreement with the Ministry of Interior, or only the Ministry of Interior can organize this training for its members. Legal entities are obliged to announce the exact start and end dates of the training.

Teaching in all subjects is mandatory and is conducted according to the curriculum. First, classes in general work are held, followed by classes in specialist work, while the practical part of the training is attended only by persons with secondary education. The general part of the training is the same for all candidates and consists of the following subjects:

Normative regulation of fire protection;
Hazardous substances, fire and explosion.


The specialist part of this training is different for people who have acquired higher or secondary education. The first group will deal with subjects such as Preventive Fire Protection, Fire Extinguishers, Stable Fire Protection Systems, Firefighting Devices and Equipment and Fire Extinguishing Tactics, while those with secondary education listen to all subjects except Stable Fire Protection Systems. In the event that a student acquires higher or higher education and moves to another job after passing the professional exam, he must pass the professional exam according to the program for persons with higher education within two months.

The practical part of the training comes at the end, it is attended only by persons who perform work in the field of fire protection with high school, and includes work with firefighting equipment, protective equipment, work in fire brigades, etc.


Professional examination

Taking the professional exam is done before the Commission appointed by the Minister of the Interior. The commission has a term of four years. After the completion of the training, the dates for taking the Professional Exam are scheduled within 30 to 60 days, so that the legal entity that has completed the training submits an appropriate request to the local unit of the Ministry of Interior. Candidates for taking the Professional Exam are also registered through legal entities.

The application for taking the exam should contain:

Name, name of one of the parents and surname of the candidate;
JMBG;
Date and place of birth;
Permanent residence;
Degree and type of education;
Name of the employer with whom the candidate is employed, years of experience and type of work performed;
The type of exam for which you are applying and the date of the exam deadline.

The application is accompanied by a birth certificate, a certified copy or transcript of the diploma, a certificate from the employer on the candidate’s work experience, as well as a certificate from the legal entity on the completed training. If the student is not employed, he / she should state the jobs for which he / she wants to take the Professional Exam. Knowledge of each subject is assessed separately. If the student does not show enough knowledge from three or more subjects, or from the subject he / she takes again, he / she will not pass the exam.

The costs of taking the Professional Exam are borne either by the student himself or by the employer who sent the employee to take the exam, and are paid to the account of the legal entity that organized the special training.


What does the Certificate of passing the professional exam look like?

If the student passes the Professional Exam, he will receive a Certificate of passing the professional exam for a certain category for which he took. The certificate also contains:

Name of the Ministry;
Regulation on the basis of which the certificate is issued;
Name of the student, name of one of the parents, surname, personal identification number and place of birth;
The number under which the student is registered;
Date of issue of the certificate;
Signatures of the President of the Commission and the Minister;
Seal of the Ministry.

Everything you need to know about hiring people with disabilities

The employment of persons with disabilities in the Republic of Serbia is regulated by the Law on Professional Rehabilitation and Employment of Persons with Disabilities. The mentioned law clearly defines persons who can achieve the status of a person with a disability on the basis of numerous criteria.

An unemployed person with a disability is considered to be any person who is between 15 and 65 years old, has no employment relationship, nor has exercised the right to work, who is actively seeking employment and is on the register of unemployed persons in the local employment organization.


What are the rights and obligations of people with disabilities?

A person with a disability has the right to determine the status and assessment of working ability, as well as to encourage employment, work and social inclusion. In the labor market, the law promotes equal opportunities, the prohibition of all forms of discrimination and gender equality. Persons with disabilities also have the right to measures and activities of professional rehabilitation and to employment under both general and special conditions. The latter implies a special adaptation of the workplace and work tasks so that the person with a disability can freely meet the requirements of the workplace.

Also, the law covers measures of active employment policy, employment in specially organized forms of employment and employment of persons with disabilities.

When we talk about obligations, a person with a disability has a duty to respond to the call for assessment of working ability and determination of status, to get involved in professional training, to actively look for a job and to accept professional rehabilitation. She should cooperate with professionals during professional rehabilitation, be ready to accept active employment policy measures and to accept employment if the opportunity arises, and in accordance with her professional abilities.


Encouraging the employment of people with disabilities

The local employment organization is responsible for encouraging the employment of persons with disabilities. This organization should provide the maximum when it comes to the implementation of measures and activities of professional rehabilitation, as well as the encouragement of self-employment and employment of persons with disabilities.


What is vocational rehabilitation?

Vocational rehabilitation is a broad term. It includes the organization and implementation of measures and activities aimed at training for a suitable job, employment, job maintenance, advancement in an existing job or a career change. It also includes career guidance, professional information, counseling and monitoring of the individual employment plan, additional training, retraining, as well as various other programs to improve labor and social integration.

If a person with a disability is employed, he / she has the right to leave during the duration of professional rehabilitation and his / her employment cannot be terminated due to that leave.

Moreover, an employee with a disability during the rehabilitation is entitled to a salary compensation in the amount of 100% of the average salary earned in the previous three months before joining this program, and the salary compensation cannot be less than the minimum.

He is also entitled to financial assistance for the duration of the program, for transportation costs for himself and his companion, if any, in the amount of non-taxable amount in accordance with the law, or in the amount of 20% of the minimum wage, provided that this program is performed for a period of at least 100 hours and if the person with a disability is not a beneficiary of another cash benefit based on disability.


Obligation to employ persons with disabilities

Every employer with 20 to 49 employees would have to have one person with a disability in employment. For 50 or more employees, you are required to employ at least two people with disabilities. For every next 50 employees started, there is another employee with a disability. The exception is newly established employers, who do not have this obligation for 24 months from the day of establishment.

If the employer does not employ persons with disabilities, he is legally obliged to pay the amount of 50% of the current average salary per employee in Serbia for each person with disabilities he did not employ. On the other hand, if he decides to employ a person with a disability who is employed under special conditions, he may exercise the right to reimbursement of expenses incurred as a result of adjusting the workplace for the employment of that person.

Finally, if an employer employs an indefinite person with a disability who has no work experience, he or she will be entitled to a wage subsidy for that person for a period of up to 75% of the total wage costs, including compulsory social security contributions, but no more from the minimum determined in accordance with labor regulations.


Penalties

The Law on Professional Rehabilitation and Employment of Persons with Disabilities prescribes a fine of 200,000 to 1 million dinars in case the employer does not employ a person with a disability, or 10,000 to 50,000 dinars for a responsible person in a legal entity, and fines range from 5,000 to 400,000 dinars for entrepreneurs. Tax inspectors are responsible for the implementation of punitive measures.

Everything you need to know about environmental protection in Serbia

Environmental protection in the Republic of Serbia is regulated by the law which ensures the human right to development and life in a healthy environment, as well as a balanced relationship between economic development and the environment. Although Serbia has a fairly well-regulated legal framework related to the preservation and protection of the environment, it should be noted that the application of all legal regulations is not always consistent in all areas.

However, the change in the political climate in this part of Europe in the last two decades has led to a change in the perception of the importance of preserving the environment. Today, it is also of strategic importance for the state of Serbia because there is a large number of capital investments related to the preservation of protected natural resources in our country.

There is, of course, the always burning issue of European integration and their huge impact on this area, since the members of the European Union demand that each future member accepts its acquis, and other European countries attach great importance to preserving the environment.

When we talk about environmental protection, we are actually talking about a whole series of laws, measures, conditions and instruments not only for preserving the natural balance and remediation of various forms of pollution, but also for nurturing the diversity and quality of the environment and preventing its pollution. What is the environment?

Who are the subjects of the environmental protection system?

The system of environmental protection is obliged to be improved by everyone, starting from the Republic of Serbia, its autonomous provinces, local self-government units, then legal and natural persons who use natural values in performing economic or other activities, and endanger or pollute the environment in any way. .

The subjects of the protection system include scientific and other organizations, as well as individuals and groups of citizens, where everyone is responsible for the activity that changes or may change the state or conditions in the environment, or for not taking measures to protect the environment. are prescribed by law.


Obligations of legal entities related to environmental protection

In Serbia, there are a number of laws, bylaws and ratified international conventions that deal with environmental protection. In short, economic operators, as well as individuals, are obliged to apply and enforce environmental regulations, respect the principle of sustainability when using natural resources, goods and energy, introduce more energy efficient technologies and use renewable natural resources whenever possible. This is especially true of major pollutants in our country, such as oil refineries, thermal power plants and other power plants, the chemical industry, metal processing companies, cement plants, mines, and the food industry.

Also, economic entities should follow processes, technologies and practices that pose less threat to the environment, and take measures to prevent or eliminate the consequences of endangerment and damage to the environment when necessary, and to properly keep the necessary records on consumption of raw materials and energy, discharge. pollutants, then the classification, characteristics and quantities of waste. These and other relevant data should be submitted to the competent authorities on a regular basis. Everything You Need To Know About Employing People With Disabilities

Employing people with disabilities in the Republic of Serbia is provided by the Law about professional rehabilitation and employing persons with disabilities. The mentioned law clearly defines persons that can attain the status of persons with disabilities based on different criteria.

The unemployed person with a disability includes everyone between 15 and 65 years of age who is not in any type of employment nor did exercise the right to work, is actively seeking a job, and is registered as unemployed at the local employment organization.

 

What Are The Rights And Obligations Of Persons With Disabilities?

A person with a disability has the right to disability status evaluation and work capability assessment, as well as employment encouragement and work and social inclusion. This law promotes equal possibilities for everyone in the labor market, prohibits all sorts of discrimination, and encourages gender equality. Persons with disabilities are also entitled to measures and activities regarding professional rehabilitation and employment under both general and special conditions. The latter implies the special adaptation of the workplace and work tasks so that a person with a disability can meet the requirements of the workplace.

Likewise, the law includes measures of active employment policies, employment in specially organized forms of employment, and hiring people with disabilities.

When it comes to responsibilities, a person with a disability must respond to a call for work capability assessment and disability status evaluation, to engage in professional development, actively search for work, and to accept professional rehabilitation. They should cooperate with employment experts during professional rehabilitation and accept measures of active employment policy as well as the employment opportunity in case it arises and is in accordance with their professional capabilities.

 

Encouraging Hiring Persons With Disabilities

Local employment organizations are responsible for encouraging the employment of persons with disabilities. These organizations should provide maximum when it comes to the implementation of measures and activities of professional rehabilitation, as well as the encouragement of self-employment and hiring persons with disabilities.

 

What Is Professional Rehabilitation?

Professional rehabilitation is a somewhat broader concept as it includes organization and carrying out measures and activities to train individuals for suitable jobs, employment, maintaining employment, advancement in an existing job, or a career change. It also includes career guidance, professional informing, counseling, and monitoring of the individual employment plan, additional training, retraining, as well as various other programs to improve labor and social integration.

If a person with a disability is employed, he/she has the right to leave during the duration of professional rehabilitation and his/her employment cannot be terminated due to that leave.

Moreover, an employee with a disability during professional rehabilitation is entitled to salary compensation in the amount of 100% of the average salary earned in the previous three months before joining this program, and the salary compensation cannot be less than the minimum wage. They are also entitled to financial compensation for the duration of the program, for transportation costs for them and their caregiver, if they have one, in the amount of the non-taxable amount, in accordance with the law, or in the amount of 20% of the minimum wage per month provided that this program lasts at least 100 hours and if a person with a disability is not a beneficiary of another disability benefit.

 

Obligation To Employ Persons With Disabilities

As an employer who has between 20 and 49 employees, you will have to employ one person with a disability. For 50 and more employees, you are obliged to have at least two persons with disabilities. At the beginning of every next 50 employees, you must employ one more person with a disability. Newly established employers are exempt from this, and they will not have to employ a person with a disability during the first 24 months following the establishment of their company.

If you do not employ persons with disabilities, you will be legally obliged to pay the amount of 50% of a current average salary in Serbia per employee you did not employ. On the other hand, if you decide to employ a person with a disability who is employable under special conditions, you can be entitled to reimbursement of expenses incurred as a result of adjusting the workplace for the employment of that person.

Finally, if you employ for an indefinite period a person without previous work experience, you will become eligible for wage subsidies for that person for 12 months in the amount of up to 75% of total wage expenses including social security insurance contributions, but not more than a minimum wage determined in accordance with labor regulations.

 

Penalties

The Law on professional rehabilitation and employment of persons with disabilities provides for a fine of 200,000 to one million dinars in the event that the employer does not hire a person with a disability, or from 10,000 to 50,000 dinars for the responsible person in the legal entity, and fines ranging from 5000 to 400,000 for entrepreneurs who do not obey this law.

Categories of employees who are entitled to benefited length of service in Serbia

According to the Republic Fund for Pension and Disability Insurance, employees from at least ten categories have the right to benefited work experience in Serbia, and that number is significantly higher.

Beneficial length of service implies payment of increased contributions for FPD, earlier retirement, and thus longer use of pension in relation to the average pensioner. However, only persons who work in jobs that are extremely difficult and dangerous to health have the right to benefited work experience, regardless of the fact that all possible safety measures at work have been applied.

Beneficial work experience is also achieved by persons who work in places where the performance of activities is conditioned by the years of life, ie where due to the nature and severity of work, physiological functions decline and it is simply impossible to continue successful activities.

 How are FPD contributions paid?

The weight of the job itself, as well as the harmfulness and danger to health, are in direct correlation with the coefficient of increasing the length of insurance. Thus, a year can be counted as 14, 15, 16 or 18 months, and the employer is obliged to pay somewhat increased contributions for PIO:

  • For jobs where 12 months are effectively spent as 14 months, an additional 3.7% of the FPD contribution is paid.
  • For jobs where 12 months are effectively spent as 15 months, an additional 5.5% of the DPD contribution is paid.
  • For jobs where 12 months are effectively spent as 16 months, an additional 7.3% of the FPD contribution is paid.
  • For jobs where 12 months are effectively spent as 18 months, an additional 11% of the FPD contribution is paid.

Also, the length of service is calculated with an increased duration only under the condition that the person has worked for at least ten years (in order to exercise the right to an old-age pension), ie five years if a disability has been determined. It should also be borne in mind that only time spent effectively at work is benefited.

 

Also, the right to benefited length of service is not only for employees to whom the employer pays contributions, but also for those who pay it themselves, but under the condition that it is determined that they actually performed difficult and dangerous jobs covered by the legal framework.

 

Which occupations can qualify for a benefited length of service?

Beneficial work experience usually follows employees in the above activities and at certain institutions, and according to some current estimates, there are about 180,000 of them. Those are:

  • Army employees
  • Police employees
  • Employees in the mines
  • Employees in ferrous and non-ferrous metallurgy
  • Employees in oil production and refining
  • Employees in the chemical industry
  • Employees in dedicated production
  • Employees in the rubber industry
  • Employees in the pharmaceutical industry
  • Employees in electricity generation

 

This includes jobs in certain state entities, covered by special regulations that determine jobs with beneficial work experience, such as:

  • Ministry of Foreign Affairs
  • Ministry of Interior
  • Security Information Agency
  • Military Security Agency
  • Military Intelligence Agency
  • Directorate for Execution of Criminal Sanctions
  • Tax police
  • The Army of Serbia

Judges, prosecutors and deputy prosecutors deployed in war crimes and organized crime prosecutor’s offices

 

How is the benefited length of service calculated?

There are general conditions for retirement and more favorable conditions for retirement. Also, there is a general calculation of pensions and a more favorable calculation that is applicable only to certain categories of insured persons.

 

The retirement age is lowered in relation to the degree of increase in length of service, and the obligation of the insured is to spend at least two thirds of the total length of service in the benefited jobs.

A more favorable calculation of pensions is made according to the completed length of service and earnings starting from January 1, 1996 (for other insured persons it is January 1, 1970), whereby the amount thus obtained is increased by 20%, if he is at least 55 years old and 24 years old. length of service.
